assistance to proposed new Malayan

University was inter alia considered.

(a) the 1946 Advisory Committee's

recommendation for a University developed beyond its pre-war scope envisaged its attracting students from China and generally extending the sphere of influence of the University outside the Colony.

These are not legitimate objects of C. D. & W. assistance.
