Hong Kong University. Possibility
of C. D. & W. assistance.
See my til. no.
1. Sloss left here informal
suggestions for assistance for University
from C.. & W. central allocation for
higher education which he has by now
doubtless discussed with you. These
suggestions were put before Executive
Committee of Inter-University Council and
before Colonial University Grants Advisory
Committee for their information at recent
meetings at which formal application for
assistance to proposed new Malayan
University was inter alia considered.
Discussion at these meetings
2.
made it clear that there would be great
securing Jo. D.
difficulty in securing (C. D. & W.
assistance for Hong Kong University,
the following considerations being
relevant:-
(a) the 1946 Advisory Committee's
recommendation for a University developed beyond its pre-war scope envisaged its attracting students from China and generally extending the sphere of influence of the University outside the Colony.
These are not legitimate objects of C. D. & W. assistance.
